Dev is a seasoned Program / Project Management, Information Technology and Software Development Executive with extensive experience in the telecommunications, IT consulting, software development, banking, insurance and government industry sectors, successfully delivering on business applications development, enterprise application integration, technology centric process re-engineering and business transformation initiatives.
He has deep technical and well rounded business process design and re-engineering, and software engineering process, methodology and best practices expertise and experience. Dev has in-depth expertise with complex Enterprise Resource Planning (ERP), Supply Chain Management, Customer Relationship Management (CRM) and Business Intelligence (BI) systems and deployment projects He has extensive consulting, senior line management and functional experience with leading Canadian and Global companies.
Dev’s specialties include extensive experience and skills implementing and using leading edge project management and software engineering methodologies and best practices such as PMI's PMBOK, SEI's Capability Maturity Model (CMM /CMMI), DMR Productivity Plus, IBM's AMS Method / Joint Application Design (JAD), Information Technology Infrastructure Library (ITIL) framework of best practices, Iterative Waterfall development, Iterative and Exploratory Prototyping, IS Quality Gating, and Rational Unified Process (RUP).
Dev completed his Advanced Level studies in Mathematics, Physics and Further Mathematics at King’s School Rochester in England (a prestigious school founded in 604 AD) and then went on to study Computational Science at the University of Leeds. He is a graduate of the Chartered Institute of Management Accountants (CIMA) of U.K. with a professional Chartered Management Accountant (ACMA) designation.
He began his career in the Finance field moving to progressively senior roles with Gillette Canada, Oral-B Laboratories (a subsidiary of Gillette), Liquor Control Board of Ontario and Mortgage Insurance Company of Canada (MICC). At MICC he worked closely with executive level management to develop 5 and 10 year company business models to determine the effects of alternate restructuring plans and capital infusion strategies. His work was an instrumental tool to aid in the restructuring and break-up of the company, to facilitate its sale, to secure capital infusion to meet stipulated Capital Requirements by OSFI.
He then went on to join AT&T Canada (Unitel) during the exciting deregulation phase of the Telecom residential long distance market. There he took on progressively senior roles during a four and a half year tenure while the company went through major acquisitions and restructuring. He held various positions as Senior Manager for Business Services & GBM business units, Project Manager, Team Leader and Business Analyst working on several key initiatives like new billing systems, performance measurement and reporting system, and activity based management to support business transformation initiatives.
Dev then joined National Trust as Project Manager to spearhead the design and development of a Performance Measurement Reporting system impacting Sales and Service Manager compensation for 175 Retail Branches nation wide, leveraging his expertise in this field at Unitel. However National Trust was acquired by Scotiabank in early 1998 and Dev was appointed as Senior Manager, Systems Audit responsible for evaluating adequacy of Year 2000 compliance readiness at Scotiabank.
Dev however yearned to play a more “hands-on” project management role in the exciting Telecom industry and decided to start his own company, Thejes Consultancy in August 1998, to explore consulting opportunities in the Telecom sector. He then took on various contract assignments with Nortel Networks, Bell Distribution (Bell Canada), Rogers AT&T Wireless (Cantel) working on several business critical initiatives and projects which considerably broadened his project management and technical expertise and experience.
At Bell Distribution, Dev successfully negotiated and managed the timely delivery of interface data from Bell Canada and Bell Mobility legacy provisioning and billing systems during a Y2K moratorium, to facilitate the implementation of a new $2 Million integrated Channel/Dealer Commissioning system. This secured Bell's competitive position to offer bundled communication services and products, and implement integrated marketing campaigns and channel promotion strategies across multiple product lines.
In October 2000, Dev was excited to take up the challenge of joining a start-up software development company in the Personalization market space using Java and A.I. technology. At ResponseLogic he managed concurrent releases of a $10 Million leading edge web-based CRM / Digital Marketing product, consistently delivering on time and budget to high quality standards and specifications. This secured performance bonuses for the development team of over 20 technical staff. He also helped to set-up and consolidate the research and development facility at Mississauga, and grow the development team from 4 to over 20 staff. However in 2001 (subsequent to the dot com bubble), the company failed to get additional rounds of venture capital funding. As a result the company went through a series of restructuring as a cost saving measure, and was subsequently acquired by Digital Connexixons.
Dev then chose to go back to consulting through his company Thejes, and took on various contract project assignments with Municipal Property Assessment Corporation, IBM Canada, SunLife Financial, Resolve Corporation and most recently with USC Educational Savings Plans Inc.
At Municipal Property Assessment Corporation (MPAC), he successfully directed the full life-cycle implementation of nine (9) concurrent technology-centric re-engineering projects with an operating budget of over $3 Million, and project team of 40 to 60 staff. This resulted in the successful streamlining and automation of work processes impacting over 500 staff at MPAC.
At IBM Canada over a 2 year period, he managed a $ 2.3 Million portfolio of projects including new application development, enhancements and steady state support for IBM Worldwide Clients. He helped to establish key new customer relationships with IBM Worldwide Sales Operations and Marketing, and Americas Strategic Sales and Support teams. He also successfully developed and deployed a worldwide Customer Focus Account Planning Tool with a global user base. This project had IBM Executive stakeholder visibility at the Senior VP level with very aggressive project timelines. This created the opportunity for Dev to display his maturity, finesse and tact in managing client expectations.
Between consulting assignments in 2005, Dev researched the market potential for medical tourism and medical services outsourcing. He created the vision and strategy for MedGlobal Health, a start-up venture, and developed the o-MSO (Offshore Medical Services Outsourcing) business model for the company. During this time he met with senior management and trustees of over 15 major hospitals and healthcare service providers in India, to ascertain fit for strategic partnership. He conducted discussions to lay the framework for subsequent Memorandum of Understanding and Service Level Agreements. Dev also investigated and spearheaded the capital formation strategy to fund the start-up venture, and initiated discussions with potential investors.
Additionally in 2006, Dev entered into a strategic alliance (through his company Thejes Consultancy) with InChi Technologies, a Digital Multimedia company based in Vizag, India. He was appointed as their Vice President International Sales and Service Delivery and was responsible for International Business Development in the Americas and Europe geographic market, and streamlined their International Service Delivery Process.
In a recent consulting role as Transition Project Manager at Resolve Corporation, Dev worked on a $17 Million Canada Student Loan Program (CSLP) Transition project for the Canadian Federal Government. He managed a project team of over 20 internal technical and operational staff responsible for Data Conversion and Client Migration, and managed external Vendor relationships for the timely delivery of key development components. He was also part of a critical “Migration Strategy and Planning Team” composed of key Resolve and Federal Government CSLP staff. In this role he analyzed options, evaluated and made recommendations on various Data Conversion and Client Migration strategies.
Dev is currently engaged in a consulting role with USC Educational Savings Plans Inc. as Senior Program Manager providing leadership direction and project management oversight for Strategic Initiatives involving enhancements to the Education Savings Plan Product Administration System and USCI Regulatory Relationships.
